While rest of the world been buying German, Spanish or Russian submarines, Japan kept to themselves and kept building their own design. US and the UK aren't buying diesel submarines, thus don't have industry to offer to sell them. Soryu maybe best fit for nations like Austrialia who's domestic industry is unreliable, which is a same.
